ANC 3C Resolution 2014-025
Regarding HPRB Applications involving Construction in Parkland, Open and Natural
Areas in Cleveland Park Historic District
 
WHEREAS, the Cleveland Park Historic District includes streambeds flowing into Rock
Creek, hilly wooded terrain and natural open space that is often part of private divided
lots; and
 
WHEREAS, proposals to alter the natural features of these areas have been
controversial and often denied; and
 
WHEREAS, the Cleveland Park Historical Society has contracted with a consultant to
develop detailed standards for preserving and protecting significant features of the
historic district, including ravines, streambeds, and other natural areas; and
 
WHEREAS, the Historic Preservation Office recently approved a permit application to
build extensive landscaping features into a ravine without notice to ANC 3C or the
community; and
 
WHEREAS, this staff approval denied the ANC and the community the opportunity to
comment and participate in a public review of the application, which affects an area
identified as a highly sensitive part of the historic district; and
 
WHEREAS, the permission to build in this natural area has resulted in changes to the
topography and has potentially established a detrimental precedent that will undermine
preserving and protecting the natural and open spaces in the Cleveland Park Historic
District:
 
THEREFORE, BE IT RESOLVED that ANC 3C requests that all HPRB applications that
involve any changes to natural or open spaces in the Cleveland Park Historic District be
noticed to the ANC for comment at a noticed regularly scheduled public meeting of the
ANC;
 
BE IT RESOLVED that ANC 3C request that the State Historic Preservation Officer
confirm in writing to the ANC that this resolution will be honored;
 
BE IT RESOLVED that the Chair and Commissioners 3C05 and 09 are authorized to
represent the commission on this matter.

meeting of ANC 3C at which a quorum (a minimum of 5 of 8 commissioners) was present.
