The
meeting
was
called
to
order
at
7:05
PM
by
Commissioner
Jackie
Blumenthal,
3B02.
Commissioner
Mary
C
Young,
3B04,
was
absent,
Commissioners
Fiorillo,
3B01,
and
Fulwood,
3B03,
were
present.
Commissioner
Blumenthal
presented
the
meeting
agenda,
which
was
approved
by
a
unanimous
vote.
Chairman
Brian
Cohen
arrived
at
7:08
PM
and
chaired
the
remainder
of
the
meeting.
Officer
Robert
Fennell,
Jr.,
Second
Police
District,
presented
a
police
report
for
the
last
30
days,
03/01/2014
to
03/31/14.
The
following
are
significant
to
report:
2-‐
Robbery
excluding
Gun,
1
–
Burglary,
14
–
Theft,
12
–
Theft
from
auto,
1
–
Stolen
auto.
There
was
a
12
%
decrease
in
the
total
crime
from
the
same
period
last
year.
Officer
Fennell
stated
that
it
is
a
good
policy
during
late
evening
hours
to
let
someone
know
where
you
are,
for
example,
leaving
a
particular
club,
and
what
your
next
destination
is.
He
also
stated
that
everyone
should
be
aware
of
circumstances
and
people
that
are
posing
suspicious
actions
or
intent.
If
you
fear
for
your
personal
safety
or
see
a
crime
being
committed
call
911.
Chair
Cohen
asked
about
the
portable
speed
monitoring
device
located
just
east
of
39th
and
Calvert
on
the
south
side
of
the
street
and
whether
it
could
be
effective
given
it
was
blocked
by
parked
cars.
Officer
Fennell
said
he
would
investigate
and
report
back.
A
question
from
the
floor
about
calling
311
for
non-‐emergencies
was
responded
to
that
this
number,
311,
is
the
Mayor’s
Citywide
Call
Service
line
to
request
services
from
DC
government
agencies
and
that
all
police-‐related
matters
should
be
phoned
in
to
911.
Jeff
Jackson,
representing
Mr.
Wei
Zhang
the
new
owner
of
Sushi
Keiko,
2309
Wisconsin
Ave.
NW,
where
Sushi
Ko
used
to
be,
provided
information
in
regards
to
the
liquor
license
for
this
new
restaurant.
The
Sushi
Ko
owner
is
keeping
that
liquor
license
but
there
are
two
restaurant
licenses
available
under
the
Glover
Park
Moratorium.
Sushi
Keiko
applied
for
one
of
them
but
is
seeking
ANC
approval
for
a
stipulated
license
which
would
allow
them
to
open
and
serve
liquor
during
the
45-‐day
comment
period
leading
up
to
final
approval
for
a
permanent
liquor
license.
Mr.
Jackson
informed
all
that
Mr.
Zhang
has
been
a
resident
of
the
United
States
for
20
years
and
worked
as
a
chef
at
the
Mayflower
Hotel
and
also
at
Sushi
Ko.
Mr.
Zhang
responded
to
a
question
from
the
floor
that
the
operating
hours
for
the
new
restaurant
would
be
the
same
as
they
were
for
Sushi
Ko.
Mr.
Zhang
stated
at
this
April
10th
meeting
that
it
was
his
intention
to
be
open
for
business
in
a
week.
After
discussion
ANC3B
voted
unanimously
to
recommend
ABRA
allow
a
stipulated
liquor
license
for
Sushi
Keiko.

presented
himself
before
ANC3B
to
request
a
grant
for
his
Eagle
Scout
Service
Project.
Christopher
is
requesting
$365.13
for
trail
repairs
to
the
Whitehaven
Parkway
Trail
in
Glover
Park.
The
project
will
utilize
volunteers
from
The
Lab
School,
Wilson
High
School,
School
Without
Walls,
St.
Johns,
Maret,
Gonzaga
and
St.
Albans.
Christopher
intends
to
work
closely
with
the
Creek
Conservancy
and
National
Park
Service
to
ensure
the
project
is
completed
correctly
and
will
thwart
future
trail
erosion.
The
scheduled
dates
for
this
project
are
April
26-‐27.
Chairman
Brian
Cohen
stated
that
the
policy
of
the
ANC
is
not
to
provide
grants
to
individual
but
to
organization,
so
the
grant
was
being
requested
by
Boy
Scout
Troop
100.
After
discussion
by
the
ANC
and
the
floor,
ANC3B
voted
unanimously,
4-‐0,
to
provide
a
grant
of
$365.13
to
Boy
Scout
Troop
100,
for
funding
to
complete
Christopher
Kunk’s
Eagle
Scout
Project.
Sally
White,
representing
IONA
Senior
Citizens
Service,
presented
herself
to
request
a
grant
of
$1050
for
a
Housing
Options
Resource
Guide,
to
be
provided
to
all
residents
of
4000
Massachusetts
Ave.
NW.
Sally
spoke
of
the
many
programs,
support
and
outreach
initiatives
that
IONA
provides
to
the
seniors
in
Glover
Park
and
Cathedral
Heights.
Sally
explained
that
the
Housing
Options
Resource
Guide
was
designed
to
provide
senior
options
for
locating
affordable
housing
in
the
Glover
Park,
Cathedral
Heights
neighborhoods
if
they
choose
to
downsize
from
living
alone
in
a
single
family
home.
After
discussion
and
by
a
unanimous
vote
of
4-‐0,
ANC3B
approved
a
grant
to
IONA
Senior
Citizens
for
$1050.
Cary
R.
Kadleck,
Goulston
&
Storrs
counselors
at
law,
requested
continuance
of
a
Zoning
Special
Exemption
in
a
Residential
Zone,
for
the
parking
lot
at
the
rear
of
the
commercial
buildings
at
2330-‐
2338
Wisconsin
Avenue.
The
15-‐year
exemption
they
previously
had
expires
this
year
and
they
are
seeking
another
15-‐year
exemption.
This
is
the
parking
lot
behind
Chipotle
and
Bruegger’s
Bagels.
Mr.
Kadleck
stated
there
would
be
no
physical
changes
to
the
parking
lot.
He
also
stressed
that
the
lot
is
open
to
neighbors
after
normal
business
hours
of
the
adjacent
commercial
buildings.
Commissioner
Blumenthal
reported
that
the
only
concern
raised
by
neighbors
about
the
parking
lot
was
the
lighting.
The
neighbors
would
like
better
lighting
but
aimed
downward
so
as
not
to
shine
in
their
windows.
Mr.
Kadleck
said
they
would
explore
better
lighting
and
also
continue
to
be
vigilant
about
litter
and
rat
abatement.
After
discussion,
and
by
a
unanimous
vote
of
4-‐0,
ANC3
voted
to
support
this
Zoning
Special
Exemption.
Chairman
Cohen
presented
ANC3B
Comments
to
DC
Water
on
Behalf
of
the
Communities
of
Glover
Park
and
Cathedral
Heights
Regarding
DC
Water’s
Green
Infrastructure
Plan.
The
letter
was
approved
by
ANC3B
for
distribution
by
a
unanimous
vote,
4-‐0.
Open
Discussion:
Dee
Smith,
Director
of
Constituent
Services
Office
of
Mary
Cheh,
provided
handbills
for
the
Ward
3
Town
Hall
Meeting
that
Councilmember
Cheh
is
co-‐hosting
with
DC
Water
General
Manager
George
S.
Hawkins.
The
meeting
is
scheduled
from
6:30-‐8:30
PM
April
23,
2014
at
the
American
University
Ward
Circle
Building.
Topics
that
will
be
addressed
are
Water
Rates,
Drinking
Water,
Clean
Rivers,
Infrastructure,
Billing
Issues
and
Job
Opportunities.
James
Connelly,
representing
Summit
Commercial
Real
Estate
Services

informed
all
that
the
International
Union
of
Operating
Engineers
Local
99
building,
2461
Wisconsin
Avenue,
NW,
would
be
2
sold
by
sealed
bid.
Sealed
bids
must
be
received
by
July
30,
2014.
This
building
is
located
northwest
of
the
Guy
Mason
Community
Center
Playground
Nestor
Djonkam,
Democrat,
announced
his
candidacy
for
mayor
in
the
upcoming
November
2014
election.
Minutes
of
the
March
2014
meeting
were
presented.
Motion
was

approved
by
unanimous
vote
to
accept
the
minutes
of
the
March
2014,
ANC3B
