Minutes for the Meeting of
Advisory Neighborhood Commission 2E
 
February 3, 2014
Georgetown Visitation School, 35th and Volta Place, NW Heritage Room
 
The meeting was called to order at 6:32 p.m. by Commissioner Starrels, Vice-Chair. Commissioners Solomon,
Jones, Cassey, Birch, Steury, and Prindiville, were present, constituting a quorum.
 
Administrative
 
Approval of February 3, 2014, ANC 2E Public Meeting Agenda
Commissioner Starrels moved to approve the agenda of the December 10, 2013 ANC 2E public meeting.
Commissioner Solomon seconded the motion. The motion carried with a vote of 7-0.
 
Approval of December 19, 2013, Meeting Minutes
Commissioner Starre;s moved to approve the minutes of the December 19, 2013 ANC 2E public meeting.
Commissioner Birch seconded the motion. The motion carried with a vote of 7-0.
 
Public Safety Report
Lieutenant Hedgecock of the Metropolitan Police Department reported on the current safety climate of the
community beginning with shooting Sat., Feb. 1, at 20th and L Streets, NW, which was an escalation of a fight
between 2 individuals. Both were apprehended.
 
Friday, Jan. 31, at 6:35 p.m. TD Bank was robbed. The assailant is pictured on MPD’s Yahoo site. Sunday,
Feb. 2, assault at the 1200 block of Wisconsin Avenue. 2 people struck on the head with beer bottles. Sunday
morning at 2:00 a.m. there was a burglary at El Centro and at 1:30 a.m. there was a robbery at Dominoes. 2
Subjects with handguns robbed the business and the employees
 
Number of crimes in 2014 are similar to this time 2013.
 
Financial Report
Commissioner Jones submitted the quarterly report for ANC2E. The checking and savings accounts remain
secure.
 
Commissioner Jones moved to approve the 2014 1st Quarter Financial Report. Commissioner Solomon
seconded the motion. The motion carried with vote of 7-0
 
Transportation Report
Commissioner Starrels announced that there will be informal meetings for safety under the Whitehurst Freeway
happening in the near future. Also we have not been able to get red light cameras on M Street installed. In
order to get some movement, the ANC will resurrect the last motion to push MPD to action.
 
Commissioner Solomon discussed receiving plans from DDOT for the changes on 35th Street and Wisconsin
Avenue, NW. Commissioner Solomon announced a stakeholders meeting with the ongoing rework of traffic on
Wisconsin Avenue in Glover Park for Saturday, February 8th, at Safeway at 9:00 a.m.

Department of Public Works Report
Commisisoner Jones commended Georgetown-GU Partnership for implementing a new trash program working
with DPW and the Citizen Associations.
 
Commissioner Jones reported that the city would be replacing trash and recycling bins. Also DPW has had
some problems with trash pick up during the winter storms. DPW appreciates your patience and please call 311
for pick up.
 
Commissioners Jones has been working with Commissioner Steury on green water initiatives.

Commissioner Birch motioned to accept officers as slated. Commissioner Solomon seconded the motion. The
motion carried with a 7-0 vote.

Commissioner Birch motioned to accept the dates as established. Commissioner Steury seconded the motion.
The motion carried with a 7-0 vote.
 
Community Comment
 
Commissioner Solomon announced again that he would have a meeting at Safeway for the neighborhood to
discuss issues pertaining to Burleith and Hillandale. Safety Commander Reece and Officer Antonio Adkins will
discuss safety issues.
 
Also to be discussed are the effects of airplane noise. Representatives of Georgetown, Palisades and Foxhall
have formed a coalition. National is open 24 hours a day, 7 days a week. Traffic is increasing and they should
use the quieter planes available.
 
Commissioner Solomon introduced Roberto Vittorio, a pilot, astronaut and physicist, who lives in Hillandale
who will spearhead the coalition. Mr. Vittorio stated that noise is not the only problem but the vibrations
present a problem too. Regarding night interaction, everyone has a right to quiet rest. He is looking at the
aircraft trajectory and the airport’s noise abatement procedures. National is not doing a good job and has stated
that these problems do not exist. National got one of its runways extended about a year ago. National is
operating against DC law quiet hours. This comprises the quality of life for everybody. There must be
procedures to comply with, times to respect and new engines with better standards.
 
Commissioner Solomon said that the coalition is partnering with Arlington County on this issue. The name of
the coalition is Communities for Smart Airport Growth.
 
Commissioner Jones is an American Airlines pilot and will recuse himself from this issue.
 
Ruth Werner, Jack Evans Office, announced that it is tax filing season and taxpayers can opt to get direct
deposit, check or debit card from the Office of Tax and Revenue.
 
Jackson Carnes, Ward 2 Campaign Coordinator for Muriel Bowser, introduced himself and asked to contacted
with any requests for information regarding Councilmember Bowser’s campaign for Mayor.

New Business
 
Easter Egg Hunt in Rose Park – Saturday, April 12, 2014
 
Commissioner Birch made the following motion, which was seconded by Commissioner Jones. The motion
carried with a vote of 7-0.
 
ANC 2E has no objection to the application by Mike Godzwa on behalf of the National
CommunityChurch for an egg hunt in Rose Park on April 12, 2014, on condition that the sponsors
collect any trash,eggs, chocolate and other food remains at the conclusion of the event.
 
DDOT Public Space
 
3206 N Street, NW, Neyla Mediterranean Grill, DDOT Tracking No. 10126007, Application to occupy
public space for the purpose of Valet Staging Area (respond by February 8, 2014)\
 
Commissioner Jones made the following motion, which was seconded by Commissioner Birch. The motion
carried with a vote of 7-0.
 
ANC 2E supports the withdrawal of this application, effectively immediately, as agreed to by
representative for Neyla, Sara Conlin. We will revisit this application at a later date.
 
1226 36th Street, NW, 1789 Restaurant, DDOT Tracking No. 10126066, Application to occupy public
space for the purpose of Valet Staging Area (respond by February 15, 2014)
 
Commissioner Prindiville made the following motion, which was seconded by Commissioner Steury. The
motion carried with a vote of 7-0.
 
ANC 2E has no objection to 1789 Restaurant's application for use of public space for the purpose of a
valet staging area at 1226 36th St. NW. We remind the applicant that heavy pedestrian traffic is common
along the traffic flow path and in the valet staging area, even into the early hours of the morning. We
request that the applicant ensure that valeted cars adhere to the speed limit and make required stops at
pedestrian crossings, especially in the 3600 blocks of Prospect St. and N St. NW.
 
ABC Issues
 
3123 - 3125 M Street, NW, Rira Irish Pub, License No. ABRA-092168, License renewal
 
Commissioner Birch made the following motion, which was seconded by Commissioner Solomon. The motion
carried with a vote of 7-0.
 
ANC 2E has no objection to the license application.
 
3401 K Street, NW, Gypsy Sally’s Acoustic Tavern, License No. ABRA-090582, Application for a
substantial change to license
 
Commissioner Birch made the following motion, which was seconded by Commissioner Solomon. The motion
carried with a vote of 7-0.

ANC 2E has no objection to the stipulated change in license.
 
Old Georgetown Board
 
With regard to 3320 M Street, NW, OG 14-083 (HPA 14-157)
 
Commissioner Starrels made the following motion, which was seconded by Commissioner Prindiville. The
motion carried with a vote of 7-0.
 
ANC 2E has no objection to the plan as presented.
 
With regard to 1071 Thomas Jefferson Street, NW, OG 14-038 (HPA 14-061)
 
Commissioner Starrels made the following motion, which was seconded by Commissioner Jones. The motion
carried with a vote of 7-0.
 
ANC 2E appreciates the evolution of the design. ANC 2E likes the fact that the applicant has taken into
account the suggestions of the OGB and is pleased overall with the revised design as presented.
 
 
With regard to 2734 P Street, NW (also 1417 28th Street, NW) OG 13-147 (HPA 13-246)
 
Commissioner Birch made the following motion, which was seconded by Commissioner Cassey. The motion
carried with a vote of 7-0.
 
ANC 2E appreciates the effort to decrease the size of the rear addition to the property. ANC 2E urges
the OGB to insure that the design is appropriate to the historic properties on Poplar Street, NW, in
Georgetown. ANC 2E asks OGB to consider the fenestration on the west façade to the degree that it
would be appropriate to minimize window surface on that side of the building. ANC 2E realizes that
Poplar Street, NW, is important to the history of the area particularly for the African American
community, therefore, ANC 2E is cognizant of the value of maintaining the size of the design to other
structures, particularly the parking structure in the design plan.
 
With regard to 3306 R Street, NW, OG 14-077 (HPA 14-123)
 
Commissioner Birch made the following motion, which was seconded by Commissioner Prindiville. The
motion carried with a vote of 7-0.
 
ANC 2E has no objection to the project as presented for the addition to the rear of the property, but
ANC 2E does have reservations about the design to the extent that it breaks the cornice line at the rear of
the property.
 
 
With regard to 3240 P Street, NW, OG 14-053 (HPA 14-077)
 
Commissioner Jones made the following motion, which was seconded by Commissioner Prindiville. The
motion carried with a vote of 7-0.
 
ANC 2E appreciates that the applicant has incorporated the suggestions of the OGB. ANC 2E has no
objection to the proposal as presented.

With regard to 1357 Wisconsin Avenue, NW, OG 14-084 (HPA 14-158)
 
Commissioner Jones made the following motion, which was seconded by Commissioner Prindiville. The
motion carried with a vote of 7-0.
 
ANC 2E gladly supports this project as presented.
 
 
At 8:33 p.m., with no further matters on the agenda, Commissioner Starrels moved to adjourn the public
meeting session of ANC 2E. Commissioner Solomon seconded the motion. With a vote of 7-0, the motion
carried unanimously.
