Minutes of the June 17, 2014 meeting of Advisory Neighborhood Commission

Call to order
[7:05 pm] Chair Adam Hoey called the June meeting of ANC1D to order at 7:05 pm. All five commissioners
were present.
Public Discussion
[7:06 pm] The meeting was opened to public discussion.
Secretary’s report
[7:17 pm] Jack asked if there were corrections to the minutes of the May 20 2014 meeting. No corrections were
offered, and the minutes were declared accepted.
Treasurer’s report
[7:18 pm] Jack asked if there were any concerns about two routine expenditures: Tony Grillo, $50, postering for
the June meeting; Hearsay Interpreting, $100, for Spanish interpreting at this meeting. No concerns or
objections to these expenditures were expressed by the commissioners.
Jack reported that the auditor's review of the Q4FY2013 quarterly report showed no errors, and the
Q2FY2014 allotment was received in May, with no deductions.
Unfinished business: Supporting a Friends of Lamont Park application
[7:19 pm] Phil moved that this resolution be tabled indefinitely. Motion passed, 5 to 0 vote.
Roof deck for 1742 Park Road
[7:22 pm] Jack moved the following resolution:
Resolved, that ANC1D advises the Historic Preservation Review Board to judge that the proposed
deck at 1742 Park Road NW will be compatible with the character of the Mount Pleasant Historic

District.
Why: This roof deck will be almost wholly concealed from Park Road by the front of the house, being
built mainly on the second-floor level, and with the rooftop portion set back substantially from the
front edge of the house, which features a facade extending above roof level. Roof decks are not
uncommon in Mount Pleasant, and even some slight visibility from the street will not be objectionable.
Jack moved that the commission hear from the architect at this time. Mr Matthew Corell described the proposed
work. The commission also heard from Fay Armstrong of Historic Mount Pleasant.
Resolution passed, 5 to 0.
1821 Newton St HPRB
[7:33 pm] Jack moved the following resolution:
Resolved, that ANC1D advises the Historic Preservation Review Board to judge the plans for 1821
Newton Street NW to be compatible with the character of the Mount Pleasant Historic District.
Why: This is a unique building in Mount Pleasant, architecturally distinct from anything else in the
Mount Pleasant Historic District. The house was not built as part of the row-house style that is
characteristic of Mount Pleasant, but is a stand-alone frame building, adjacent to row houses on its
east, and a 12-unit apartment house to its west. In this eclectic environment, it is hard to define what is
compatible, and what is not. What is evident is that the essence of the structure, as a frame house 100
years old, will be retained, with some modifications as necessary for its conversion from four rental
units to six condominium units. It is not being replaced with anything that is apparently modern, or
contrary to the general construction styles of 100 years ago.
The house will be substantially hidden behind front-yard trees, further minimizing the visual
consequences of the proposed modifications.
The commission agreed to hear a presentation by the architect, and then to hear comments from the audience.
[8:05 pm] Jack moved that this be tabled until the July meeting. Motion to table approved, 5 to 0.
Unfinished business: Mount Pleasant Street Treebox cleaning
[8:09 pm] This resolution from the May meeting was brought up for discussion:
Request to donate $1245.88 to the Mount Pleasant Business Association to pay Rudi for Spring
cleaning to treeboxes along Mount Pleasant St. and Lamont park.
China moved that this be tabled until the next meeting. Motion to table passed, 4 to 0 (Adam abstaining).
