The  regular  monthly  meeting  of  the  Advisory  Neighborhood  Commission  1B  occurred  on  Thursday,  
September  4th,  2014,  at  7:00pm  at  the  Reeves  Center,  Commissioner  James  Turner  was  present  as  chair.

Dyana  Forester-­‐  Invited  principal  of  Duke  Ellington  to  the  meeting,  he  couldn’t  make  it  to  this  meeting  
but  will  be  at  the  next  one.  Also  requested  DDOT  to  put  a  stopsign,  cones,  or  a  crossing  guard  for  the  
school  on  11th  Street

Cloud  Settlement  Agreement  approved  at  August  2014  hearing  was  modified,  existing  hours  modified.  
No  action  taken  from  Commission  on  this  issue  at  this  hearing.

Action:  Reinoso  moves  to  support  the  ABC  committee’s  decision  to  protest  Crème  on  peace  
order  and  quiet.

Settlement  Agreement  as  written.

Action:  Lopez  moves  to  support  approval  of  special  exception  to  permit  two-­‐story  rear  addition  
under  section  223.

INSERTION  INTO  THE  RECORD:  Statement  by  Commissioner  Holness:  I  think  we’re  making  decisions—
and  I  want  to  go  on  record  as  saying  this—that  we  are  making  decisions  based  on  information  that  will  
impact  our  community,  and  we-­‐re  making  them  ostensibly,  without  having  a  review  of  the  information.  
And  if  we  don’t  have  a  Commissioner  in  place,  it  puts  us  at  bay  to  make  decisions  on  information  we  
have  no  knowledge  of.  I  think  we  need  to  be  more  considerate  of  the  community  than  to  make  these  
kinds  of  decisions  ostensibly.  And  if  we’re  going  to  do  that,  then  I  don’t  want  to  be  party  to  that.  
 
Portner  Place  1441-­‐1449  U  Street,  NW  (1B10)  
 
Action:  Jilani  moves  that  1B  support  Portner  Place’s  reliefs  on  living  requirements,  providing  
retail  parking,  compact  parking  space  requirements,  roof  structure  requirements,  closed  court  
requirements,  relief  from  zoning  design  standards  and  increase  in  FAR.  
Vote:  8  ayes,  0  nays,  0  abstentions.  Motion  passes  with  unanimous  consent.

Transportation  Committee  
 
Ben  Klemens  gave  the  Transportation  Committee  report  
 
13th  &  U  Street,  NW  (JBG)  
 
Action:  Jilani  makes  a  motion  to  support  JBG’s  initial  public  space  plan  for  13th  &  U  street,  
conditional  on  JBG  working  with  the  ANC  on  enhancements,  potentially  including  planters  and  
beautification.  
Vote:  7  ayes,  0  nays,  0  abstentions.  Motion  passes  with  unanimous  consent.  
 
Transportation  committee  will  release  a  report  on  streetcars  in  October,  but  need  to  keep  an  eye  on  the  
project  to  ensure  it  is  carried  out.

Community  Engagement  
 
Commissioner  Carpenter  provides  update  
 
Carpenter  is  working  on  a  90-­‐day  initiative  to  improve  the  design  of  the  website.  Also  working  with  
Howard  University  student  community  to  connect  athletes  with  the  elderly.  Athletes  and  students  will  
be  available  to  assist  elderly  with  things  like  leaf  collection,  snow  shoveling,  groceries,  etc.
