Minutes of the ANC1A Regular Meeting
held on February 11, 2015 at Tubman Elementary School, D.C.
 
Chair Kent Boese began the meeting at 7:03 p.m. Commissioners present for meeting
were: Marvin L. Johnson (1A01), Josué Salmerón (1A02), Tom Gordon (1A03),
Matthew Goldschmidt (1A04), Thu Nguyen (1A05), Darwain Frost (1A07), Kent Boese
(1A08), Rashida Brown (1A10), Dotti Love Wade (1A11), and Margaret Hundley
(1A12). Commissioners Patrick W. Flynn (1A06) and Bobby Holmes (1A09) were
absent. Approximately 22 persons attended the meeting.
 
A quorum was declared.
 
Community Announcements
 
Several persons spoke under the Community Announcements portion:
 
Commissioner Frost made an announcement of the dates, times, and locations of Mayor Bowser’s
budget town hall meetings.
Commissioner Goldschmidt alerted the assembly of the February 18th PSA 302/409 meeting.
Commissioner Brown informed the community of the date and time of the next Bruce Monroe
Task Force meeting.
Samet Gray informed the community that garden plots are available at the Bruce Monroe
Community garden and plans to install an apiary.
 
Presentations
 
Diane Romo Thomas shared details about the 2015 Rock ‘N’ Roll DC Marathon.
 
Official Business
 
Commissioner Boese introduced and moved to approve the meeting agenda.
 Motion was approved, 10 Commissioners voting “Yes”; 0 voting “No”; 0
Abstaining.
 
Commissioner Boese introduced and moved to approve the January 2015 meeting
minutes.
 Motion was approved, 10 Commissioners voting “Yes”; 0 voting “No”; 0
Abstaining.
 
Commissioner Goldschmidt introduced an amended budget for ANC 1A and moved to
approve the amended budget.
 Motion was approved, 10 Commissioners voting “Yes”; 0 voting “No”; 0
Abstaining.
 
Commissioner Boese announced that ANC 1A is in the process of reviewing its operating
documents and would be voted on amended procedures as early as March 2015.

Commissioner Boese introduced and moved to establish public safety and grants ad hoc
committees.
 Motion was approved, 10 Commissioners voting “Yes”; 0 voting “No”; 0
Abstaining.
 
The following persons were nominated as committee chairs and approved by
acclamation:
 Dan Kornfield – Public Safety ad hoc committee.
 Dotti Love Wade – Grants ad hoc committee.
 Marvin Johnson – Alcoholic Beverage Review Administration Committee.
 Patrick Flynn – Economic Development Committee.
 Darwain Frost – Planning and Zoning Committee.
 Kent Boese – Historic Preservation, Development, & Design Review Committee
 
Commissioner Love Wade introduced a Resolution in Support of the Rock ‘N’ Roll USA
Marathon. Commissioner Love Wade moved to approve the resolution.
 Motion was approved, 10 Commissioners voting “Yes”; 0 voting “No”; 0
Abstaining.
 
Commissioner Boese introduced a Letter in Support for Use of Columbia Heights Civic
Plaza for the Cinco de Mayo Health Fair on behalf of Commission Flynn. Commissioner
Boese moved to approve the letter. Commissioner Love Wade made a friendly
amendment to include the date of the event in the letter of support, which was accepted.
 Motion was approved, 10 Commissioners voting “Yes”; 0 voting “No”; 0
Abstaining.
 
Commissioners Boese and Brown co-introduced and Resolution Urging a Moratorium on
‘Pop-Up’ Rowhouse Construction. Commissioner Johnson moved to table the resolution.
 Motion to table the resolution failed, 2 Commissioners voting “Yes”; 7voting
“No”; 1 Abstaining.
Commissioner Boese moved to approve the resolution.
 Motion was approved, 8 Commissioners voting “Yes”; 2 voting “No”; 0
Abstaining.
 
Commissioner Salmerón introduced a letter of support for a stipulated liquor license
application for Thip Khao, 3460 14th Street, NW. Commissioner Salmerón moved to
approve the letter of support.
 Motion was approved, 10 Commissioners voting “Yes”; 0 voting “No”; 0
Abstaining.
 
Adjournment
